    Updated obs_site_dates table to reflect end of detection activities at
    HLX.  Updated site configuration schema to flag HLX as deactivated.
    Updated HLX record in etc/sites and moved it to archaic section.

    On July 1 2009, at 1400 hrs, the fish ladder at Hemlock Dam was dewatered
    in preparation for the removal of the Dam.  At that time the HLX
    interrogation site recorded it's final data and was decommissioned.
